Gzip content encoding uses zlib, rather than gzip format

Description

The RFC (http://www.w3.org/Protocols/rfc2616/rfc2616-sec3.html#sec3.5) says gzip format for gzip content-encoding, but we send (and expect) zlib compressed bytes without the gzip header.

This is true of both client and server. If whoever takes this one doesn't feel like fixing both in one go, feel free to split this into two tickets.

The extra "16" value passed to zlib deals with the header.
