Benchmark API

Description

Currently there isn't a API or uniform way to benchmark the Twisted codebase itself or Twisted applications. Some of the the sub projects in Twisted have a benchmark folder containing snippets of code that test that project's codebase but it's only covering a small fraction of the library in most cases:

  • [source:trunk/doc/conch/benchmarks]
  • [source:trunk/doc/core/benchmarks]

Since there will be a need to test more of the library, there will be more tickets like #3704 in the future and it would be good to have a single approach for these benchmark tests. And it would be even better to be able to use that same API to test your own Twisted applications.

And it would allow us to make testing other implementations like the one for Deferred implementation in C easier.
