[Twisted-Python] Twisted 21.7.0 Pre-Release Announcement

Hi

Just a quick update.
The release is on hold as I am waiting for Thomas to check a possible
regression.

I don't know when the results from the investigation will be available.
I hope for the end of today.

Will be back with more details.
