[Twisted-Python] Twisted-Infra org - twm added as maintainer

Hi Adi,

This, and adding Tom to dornkirk/SSH, both sound good to me. I wish we had a more formal process for these various permissions but I think whatever the standard we would set, Tom has exceeded the bar by now.
