[Twisted-Python] towncrier releases 19.9.0 and 21.3.0rc1

Hi all,

Towncrier 19.9.0 [0] and 21.3.0 [1] have been published to PyPI.  
Neither release had significant changes since their corresponding 
release candidates.  None the less, the news is available on GitHub [2].

Thanks to Adi for the relentless help and reviews over the past several 
months.
