[Twisted-Python] A Proposal for reducing the burden of developing on Twisted by dropping Python 2 support

 I don't have any skin in this game other than as a consumer, but I agree
that the proposed plan makes sense, FWIW.

Freezing at a specific version in sync (ish) with the Py2 support
notification has a certain symmetry to it :)
