[Twisted-Python] Appveyor build problems

Hi,

A few of the Appveyor builds have been failing
intermittently due to networking problems
at Appveyor.  This was due to Appveyor moving
to a new datacenter:

http://help.appveyor.com/discussions/problems/7409-chocolatey-timeout-when-installing-openssh

Things seem OK now, but if there are problems we
can let Appveyor know.
