[Twisted-Python] Contributor advancement path - proposal (RFC)

Based on feedback I assume that this is a dead end and for now new
contributions will still need to find for themselves what is the path for
becoming a core contributor.

I would like to ask commit permission, at least to merge the 10 patches
from eeshangarg ... as looks like there is little interest in merging the
cleanup work.
