Decommissioned?  Not really.  There is a link to older releases at the 
top of <http://twistedmatrix.com/trac/wiki/Downloads>.  You can find 
releases going all the way back to 2.0 there.

Perhaps easy_install isn't the best way to manage deployments to your 
production server?
