I'm currently working on getting RFC 3261-compliant SIP code into
twisted, based on the work in Sine.  A description is here:

I'm currently working on #3584, which will provide the transaction and
transport layers described by the RFC.

There was a DNS misconfiguration, that should be fixed now.
