We're switching over to a year-based version number: it's 2008, hence 
Twisted 8.  Each release in 2008 will have a version related to the 
number of releases in the year; i.e. the next release, if we get it out 
in 2008, will be 8.1.

Well, yes.  The other reason is that it's been a very long time since 
the last release, and a lot has been done.
