testcases are not necessary for production installation, just as 
technical docs are. In fact testcases, trial, docs etc are 
developer-environment tools, not production-environment tools.

Maybe it could make sense to distribute:
- twisted-core - bunch of libraries performing the twisted job
- twisted-dev - trial, testcases, docs etc
