[Twisted-Python] Generating API documentation

I've downloaded and installed Twisted 2.1 on Windows XP.

I work off-line some of the time, so I'd like a local copy of the API
documentation, but I don't want to wget the website.

How do I generate the API documentation locally?

(Lore seemed to be a part of the 2.0.1 Windows install, but not the
2.1.0 bz2.)
