OK, final summary:

1. twisted.web2 stays as named and in trunk.
2. twisted.web stays as named and in trunk.
3. Both get releases post-2.0 split up (but after that twisted.web only
gets security fix releases).

Nevow is separate issue, to be discussed on twisted-web, but note that
stuff in twisted trunk really ought to have passing tests.
