[Twisted-Python] Roundup email interface

Works again, after many months of not working. The original reason I
disabled it was that unknown users could send it email (spam) and it
would create new issues. Now it only allows members to post issues,
afaict. Anyway, if you want to use the roundup email interface now,
the email address is

  twisted.roundup at twistedmatrix.com
