When and by whom?  :)  At PyCon we talked about (and, IIRC, decided 
about) using the 'pkgutil' module to keep different subpackages in 
different locations.  I originally wanted to move things to top-level 
packages but itamar convinced me that forcing a change in the import 
structure as part of the split would be a bad idea.
