[Twisted-Python] Patch to fix issues/web/models.py from CVS

However, the CVS repository for Issues no longer represents the latest branch
of the code. 

Issues has been moved to a Subversion repository. The move took place before I
launched on a significant refactoring of the code, which was required to change
persistence mechanisms.

The reasons for this are varied, but mainly, it's because Subversion is more
convenient for me, due to my low bandwitdh.

However, the CVS repository still serves as a valid example of working
(although not terribly good) Woven code. As such, I'll apply your patch.

I expect an alpha release of Issues to happen in 3-4 weeks time. This will
contain all the major features that I expect to have in version 1.0.
