Depends what you mean by that.  On linux, it is in fact a gtk app:

glyph at zelda:~% ldd /usr/lib/mozilla/mozilla-bin | grep gtk
        libgtk-1.2.so.0 => /usr/lib/libgtk-1.2.so.0 (0x0fa7e000)

Perhaps instead of "re-bind" I should have said "it binds keys in a different
way than the standard widgets in the native toolkit it uses would".
