This is documented in CVS Twisted.  If you can't access CVS, you can
find a ps/pdf version of the CVS docs here:

Those links aren't "official" docs yet (we're still working on the
script that generates them, there's a couple of glitches), but they
should contain exactly the same content as the doc/howto/*.xhtml files
from CVS Twisted.
