At least sometimes. Possibly correlated with the random reordering of the 
names it also tends to sometimes do.

Actually it seems to never do it anymore.

It never did in the first place. The only automatically added nosy are creator
and assigned to.

but, I decided to enable it anyway. All commentors and all To/Ccs of email
messages that go to an issue will be nosied.

This fix seems to have added even more redundant nosy-setting in the 
history. While not critical, it does annoyingly clutter up the history.
