This is an implementation of httpcache (Not Modified or response code 304) using
twisted.
It uses etag, last-modified, if-none-matches and if-modified-since.

Attached is the file that implements all this, tests included

Missing a lot of tests. It would be nice to see this done as a wrapper around Agent instead, though.
