`python2 setup.py install` did not install the man pages.
Twisted 1.0.3, redhat 7.2, python2.2.1 (jafo's
packages, I think.)

I'm unsure whether this should even matter. I'll ask around
and see if it's an important thing to have in the face of
debian, rpm, and windows packages that do have documentation.

However, if someone wants to commit a non-intrusive patch, I
won't turn it down.

I'm moving this to urgent so that I at least evaluate it for 2.0. It's a matter
of whether zpkg already supports this stuff.
