Removing entries from already-built NEWS requires editing two files

Sometimes after making a release, we have to roll back a change that appears in the NEWS file. When this happens, we need to delete the entry from the NEWS file in the root of the release branch and also in the NEWS file for whatever project that the change affected.

This is duplicated work that makes it very easy to make a mistake and accidentally leave one entry in while deleting the other.

Ideally, only one file would need to be changed.
