Update status of Lore in documentation

Description

TwistedLore, or the howto etc documentation, doesn't mention anything about the proposal to use Sphinx instead of Lore for the Twisted Docs, as described on http://twistedsphinx.funsize.net/proposal.html. Would be good to add a warning/note about this upcoming transition and what it means for lore.

I don't think that we should do this. The codebase is still littered with places that say "oh uh we're about to rewrite this so it's not too well supported", and yet, there it is, ten years later. We can officially tell people to stop using lore once we've officially end-of-life'd it; I think there's little risk of someone else picking it up before then.

If the sphinx transition hits a brick wall, I don't want all of lore's documentation telling you to not to use it while we're stuck using it for the next five years.

Well, the response to #6313 isn't being maintained. Even if the twisted project is still using it in (now) 2 years, should we be suggesting that other projects not start using, unless somebody wants to take over maintenance?

Replying to tom.prince:

I think you misinterpreted the response.

My position is that we are maintaining lore until we are not, and we are maintaining it as long as we are using it, and as long as no one else is maintaining it. It might be great to stop maintaining it, but it honestly hasn't been all that burdensome over the last couple of years, and the lore to sphinx migration created a lot more work. Someone still needs to complete that work if we're ever going to officially stop supporting lore; and, even then, if there are users who have become interested in lore in the interim, I would be happy to work with those users to gracefully transition lore to being maintained elsewhere. So I don't see a problem if someone else becomes interested in it in the meanwhile.
