On windows, test_udp.OldConnectedUDPTestCase.test_connectionRefused fails - socket.error: (10049, "Can't assign requested address")

[ERROR]: twisted.test.test_udp.OldConnectedUDPTestCase.test_connectionRefused
Traceback (most recent call last):
  File twisted\test\test_udp.py, line 232, in cbStarted
    server.transport.write("toclient", (c.host, c.port))
  File twisted\internet\udp.py, line 158, in write
    return self.socket.sendto(datagram, addr)
socket.error: (10049, "Can't assign requested address")

Here are lines 227-232 from test_udp.py, and the addr tuple they pass to write()

server.transport.write("e", ("127.0.0.1", 80))          # ('127.0.0.1', 80)

c = clientPort.getHost()
s = serverPort.getHost()
server.transport.write("toserver", (s.host, s.port))    # ('127.0.0.1', 2028)
server.transport.write("toclient", (c.host, c.port))    # ('0.0.0.0', 2027) - Fails

Is it that this error only happens when the address is ('0.0.0.0', ...)?
