Change telnet howto so that it documents the new telnet APIs instead of the old ones

Description

The telnet howto covers twistd telnet which is implemented in terms of the deprecated twisted.protocols.telnet. There's a new telnet implementation in Conch. The telnet howto should move into conch and document the new twistd plugin for getting a telnet server (twistd manhole).
