HOWTOs don't feel like a part of the website

Description

When you follow the links to the HOWTOs from the documentation page, you are taken to a plain HTML document. While this is great for printing, it does make it feel like I've gone away from the "real" Twisted website to something that's a little more unofficial / ghetto / foreign.

I'm also taken away from the main navigation bar that I use to get around the Twisted website.

It'd be good if we could keep the navbar visible on HOWTO pages.
