Description

There have been changes to the architecture of the build system since the last time it was updated (Twisted 2.4).

Commit these changes.

Additionally, move build documentation into the wiki. See http://twistedmatrix.com/trac/wiki/WindowsBuilds for a start.

For some reason, the new build system does not create a "Python2.4/Scripts" directory. This probably means files are missing from the resulting installer after applying this patch. Need to investigate.
