A way to specify time format on the twistd commandline

Description

There is currently no way to specify the time format for the twistd log on the command line. This is annoying because %Z on windows is very verbose, in my case %Z is "Romance Standard Time". I'd like to be able to specify "%Y-%m-%d %H:%M" as my date format string when I run tac files with twistd.
