Incorporate PyAIM/PyICQ updates to oscar.py into Twisted

PyAIM and PyICQ have bred a lot of changes to oscar.py, some my changes, some
from others, that would benefit Twisted as a whole.  I will merge together the
changes into "one" oscar.py and work on incorporating them into Twisted proper.

Please note that this incorporation isn't going to happen quickly.  I still need
to merge together PyAIM and PyICQ's changes to start with, in some sort of
reasonable fashion.  I'd also like to work on some documentation and other
examples.  Stay tuned if you are interested, but just wanted to post that I have
no timeframe for this.

I have it all merged together at this point, but was told that I needed a list
of changes, some tests, etc before submitting, so until I have time to do that,
this will be on hold.  Ideally, that won't be so far off.
