You're most likely using web2 0.1 which is unfortunately very very old,
and completely out of date and should not be used at all.  I'll be doing
a web2 release 0.2 before june 9th, and you should use svn trunk[0]
until then.

If you're already using trunk it's possible that it was improperly
installed or you thought you installed it over the 0.1 release but
didn't really.  Without further information I can't really tell you what
exactly is wrong.  Good luck, and welcome.
