[Twisted-web] tap2ntsvc

Is tap2ntsvc ever going to be a part of the nevow
release and not just in the sandbox?  If so, when?  I
tried using what was in
http://twistedmatrix.com/trac/browser/sandbox/moonfallen/ntsvc?rev=16875

It failed with this message:
