[Twisted-web] Shell commands on Windows XP

I'm new to twisted, on a Windows XP box, reading through the documentaion,
and not sure how to use the shell commands.  I tried opening twistenv.bat
and running mktap but I'm missing something.  I get:

in twisted: twistd mktap manhole tapconvert ckeygen trial coi l lore
websetroot
-:- -:- -:- -:- -:--:- -:- -:- -:- -:--:- -:- -:- -:- -:-

C:\>mktap
'mktap' is not recognized as an internal or external command, operable
program or batch file.

Any help to get me started would be great.  Cheers,
