[Twisted-web] better PHP support

Good day !

What about adding FCGI functionality into twisted, it will be better for 
migrating (or building dual twisted-php) servers. In CGI mode load is to 
high.

One more : for PHP environment variable "DOCUMENT_ROOT" is often used - 
it means root of PHP project.

I'm new in twisted and can't add this self.
Maybe twisted community can help me?
