The "legacy" twisted.web is the responsibility of core twisted
developers, it will probably be kept around until the new twisted-web
system is alteast as useable as the current one, but probably not after
the core twisted team modularizes the rest of twisted.  And almost
definitely not after foom finishes refactoring protocols.http with a new
api.
