[Twisted-Python] twisted.web in 60 seconds...why aren't these on the frontpage of TM.com?

That was kind of my point... ;) It's pretty buried. It's not under
docs directly and it's not under the "read this first!" about web
stuff. And yes I'm volunteering to reorg.
