[Twisted-Python] cannot access svn repo

im seeing that packets arrive and are sent back from 198.49.126.131, which
is the svn server.  if its a firewall issue, why would the server actively
refuse my connection?  wouldnt the packets not even make it through to the
server if it was a firewall issue?
