Well maybe it is more a question of who hast to come up with
the unit tests ;) 

The person submitting a bug patch
(often people that do not know the inner details
of twisted so well like myself) or the person later including 
that patch or a variation into the twisted repository
(probably an experienced Twisted developer that has a deeper
understanding of the module in question).
