Ok, I think I've solved at least part of my problem.

On the website we've all been linking to back and forth:

http://twistedmatrix.com/documents/current/api/twisted.conch.telnet.html

The link that is oh-so-helpfully labelled Undocumented:

http://schend.net/images/screenshots/twisted/no_documentation.png

Actually links to a page full of extensive documentation:

http://schend.net/images/screenshots/twisted/documentation.png

So it's poor web design that was hiding the API documentation from me.  Great.
