[Twisted-Python] PLEASE: Add changelog entries when adding new features

Serial support, GPS support, GTK2 reactor, and no doubt other stuff were
NOT mentioned as being added in the ChangeLog.  This makes life harder
for people writing release announcements, and for users who don't hear
about all the nifty and cool new features you implemented. You do want
people to use them, right? :)

Oh, and is GTK2 listed in the "choosing a reactor" doc?
