Well, distance learning is kind of a broad term.  If it's text chat
you're looking for, Twisted.Words may be a good solution.  With it,
you can run your own server, and either use the included client
(Instance Messenger) or write your own.  For audio conferencing,
you should look at Speak Freely (http://www.speakfreely.org/) and
OpenH323 (http://www.openh323.org/).  OpenH323 may be able to do video
conferencing, but that's a subject I neither know nor care much about.
