It shouldn't be too hard to write if you're interested in it.
Read the twisted/web/twcgi.py code to see how all of this is done
now. If you do write, we may integrate it into Twisted -- but
note that Twisted works just fine with 3rd party Resources and modules.
Most of the Twisted do not use CGI enough that this become a problem.
